Abstract
This document contains a guide for states to use when implementing a GDL system developed by the CDC. It is meant to assist states with assessment, planning, and implementation of strategies to reduce teen driver crashes. Key areas of the guide include a background of the problem, data to help illustrate the importance of GDL, partnerships to develop with stakeholders, effective communication, and an outline for an implementation strategy.
