Abstract
This document is a guide to implementing the Strategic Highway Safety Plan developed by AASHTO. It contains a comprehensive overview of the young driver crash problem, provides a history of what has been done in the past, and shares strategies for states to enact in order to lessen the problem in their jurisdiction through the implementation of the Strategic Plan.
