Abstract
This report by AAMVA was designed to provide guidance for the development and evaluation of tests to assess those applying for a driver’s license. Guidelines were divided into two sections: one for driver knowledge and the other for driver skill. The guidelines for knowledge covered both the written test and driver manual material. Recommendations were also provided for the administration of tests and the special needs of testing drivers with limited reading ability. Guidelines for skill testing focused on road tests, however, guidelines were also provided for vehicle safety inspection testing, off-street testing, and testing with the aid of simulation.
