Abstract
This document is a guide for state agencies delivering novice driver education programs. It contains five key areas: Program Administration, Education / Training, Instructor Qualifications, Coordination with Driver Licensing, Parent/Guardian Involvement. States are encouraged to adopt and implement the standards contained in the NTDETAS to further reduce teen driver crashes and fatalities. While it is important for all states to strengthen their standards, each jurisdiction is encouraged to implement new measures at a pace appropriate for their program and the context of their state.
