Abstract
This NHTSA study examined methods of testing readiness for licensed driving among young drivers in the US. Overall, the study revealed little distinction among jurisdictions with respect to the driver licensing test quality and difficulty. FARS data analyses did not indicate the tests themselves had any effects on driver performance in terms of fatal crashes. Further, the study also reviewed license tests in other countries. It was found that, generally, tests in other countries were more difficult and many enhancements have been adopted in Australia, Canada and New Zealand in conjunction with the introduction of graduated driver licensing. These updates may be a blueprint for the US, although they have not been evaluated to determine the extent to which they alter the young driver problem through improved performance or license delay.
